Irving Tissue, a subsidiary of J.D. Irving, Limited (JDI), produces premium household store brand paper products for many of North America’s top retailers, in addition to some of the top-selling tissue brands in the marketplace. It is part of Irving Consumer Products, one of North America’s leading manufacturers of household paper and baby diaper products. J.D. Irving was established in 1882 and is headquartered in New Brunswick, Canada.
Global Location Strategies was commissioned by Irving Tissue, a Canadian producer of bath tissue and paper towel products, to identify a location for a new tissue manufacturing plant in the Southern US. The project requirements included obtaining environmental permits in a timely manner to meet anticipated construction date, delivery of reliable utility services at competitive rates, and access to highway and rail infrastructure.
Considering Irving Tissue’s footprint and project requirements, GLS’ search began with 11 states under consideration. After conducting an initial qualitative screening of sites and a preliminary financial analysis, a shortlist was selected for site visits. Over a two-week period, the GLS and Irving Tissue team visited eight sites across six states. Following the visits, three sites were selected for further due diligence. After an in-depth evaluation of costs, workforce, and site development, a location was selected for the new Irving Tissue production facility.
GLS negotiated and secured economic incentives on behalf of the company.
In 2017, Irving Tissue announced the selection of Macon, Georgia for its $400 million manufacturing facility.
In 2019, at the groundbreaking ceremony, Irving Tissue announced a second phase of the project that represented an additional $400 million investment and 150 additional jobs, doubling its capacity.
