As Senior Advisor of Incentives at Global Location Strategies, Pearu advises companies on complex location decisions and incentive negotiations across a broad range of industries. He helps organizations align location strategy, economic development partnerships, and incentive opportunities with long-term operational objectives, ensuring that incentives support sustainable business success.

Pearu brings particular expertise in guiding early-stage and high-growth companies through transformational expansion decisions, including first-of-kind facilities, commercial-scale manufacturing investments, and multi-market location evaluations. His approach combines rigorous financial analysis with strategic stakeholder engagement, helping clients navigate the art and science of negotiations with state and local partners to secure outcomes that support growth, workforce development, and long-term competitiveness.

Prior to joining GLS, Pearu spent more than seven years at Clark Street Associates, where he led the firm's Site Selection practice as an Engagement Manager. During his tenure, he negotiated more than $500 million in state incentives supporting over $2 billion in capital investment and approximately 3,000 jobs across North America.

Pearu holds a bachelor's degree in Business Administration from California Polytechnic State University, San Luis Obispo, where he was a varsity athlete on the men's swim team. He lives in San Francisco and enjoys spending time outdoors.
